    Wait, when you say “this,” are you referring to the FCC’s “protection” or to the genitals themselves?
    It makes a difference in the answer, trust me…

    Most men do have genitals. The ones running the FCC, however, apparently do not (I guess it’s possible to be one without one). Gone to the same place as their brains, probably.
