I’ve never been to Times Square on New Year’s Eve so can someone explain why there’s a fence keeping most people away from where the picture was taken? Besides the cops, what’s the rule as to which side of the fence the people are on? Some people, like the photographer, are on one side, most are on the other.

New York residents are allowed on the inside of the fence since it’s their city.
Outsiders get the cheap seats. -
There is an “emergency lane” that usually fills up police, press, VIPs, photogs, etc when midnight approaches.
